[VPAC Vertu Expansion] RELAY / Floating Relay

The Floating Relay is a flying unit which provides connections to relay packets throughout the Rift Lab's network.
Packets traveling along them move slowly and the connection is very frail as each Relay has only 1 HP, making it an easy target for what ever can damage them.
