I think there should be a building that impedes the movement of the creeper momentarily, like a wall, but it can be built during game play.

It's called a blaster and best of all, unlike a wall, it can be moved when you're done with it!  :D

but, that's not what i meant, i meant something stationary that simply impedes movement within contact (like a wall or higher terrain) but it's static.

They have such as: Drone Wall Builders. Gates (Or Flood Gates). And just plan be able to build a wall mid game.

There probably aren't going to be any additions of new buildings into the game via the GUI.
