Seems to be some issue for people understanding how to use the breeder here, so ill lay it out.

First, know that no map is impossible to beat if its uploaded. You have to play it to post it.
Second, helps to look at the posters time. In this case 30 min. That leads us to know that there's a relatively easy way to win the map.
Third, You can go into edit mode to check the parameters if you want (shift E). Looking at the breeder, it requires a minimum level of 2 to start.

TLDR
Basically, the breeder has been set to 2 as a minimum requirement. Easiest way to do this is the build a sprayer, load it with AC, place it over breeder, the destroy it (Delete). This releases all its contained AC at once and will trigger the breeder.
