The bug is crazy!
However, this map has absolutely no gameplay value, and well... Maps that are just bug showcases, I don't like that...
I'm not saying that I don't like that bug, but maybe... a way to make it useful in the map...
There is no signature!

Modifying creeper flow values to ones that obviously won't work for gameplay purposes is not a bug. All you did is make a useless map.

Looks like the glitch is that when wave values are set high enough, it's possible for more creeper to flow out of a tile than was in that tile to begin with, resulting in a negative.  I agree that it's not a bug (in the sense that it isn't worth the performance cost to fix it), but as a glitch it's about as interesting as the old "number overflow to turn creeper into anticreeper" glitch, and I'm sure someone will come up with a map that makes it interesting.

60 creeper flow with 35 wave cap is much too high, though - the overall wave power appears to be roughly (creeper flow)*(wave cap), making that total roughly 2100.  I'm thinking the interesting values for making this glitch useful will be closer to 1000 overall wave power, probably weighted toward wave cap rather than creeper flow (so perhaps 1 creeper flow and 1000 wave cap).

Can't say I agree with these mindsets. For one, it really is an interesting bug (or glitch or whatever term you prefer if "bug" isn't accurate). And two, how else would you go about sharing it other than, say, a youtube video that nobody would see?

I was amused to come across this level (and a bit creeped out the way it looked visually) and am glad the creator made it. I certainly don't think it's a "waste of a level".

Besides, it's the user maps section. Anything's fair game, even if you aren't a fan of that.
