This is just taking too long to build these necessary ships. Hurry up and... wait. And wait some more. You need smaller stuff to do while the bigger stuff is being made ready, and the map has hardly any of that. One tanker and a cruiser, some omnis... not enough. At my first feeling of impatience I looked at the ship list and saw the furthest along on any of the big builds I had made it was... 14%. Nope, done.
