The Catalyst is the Crystallid equivalent of many other corporations' HQ ships, providing a suitable command node through which the fleet is directed. Unlike most other HQs, however, the Catalyst is uniquely able to not only work separate from Energy Mines, but is also able to use its Port module to construct ships in dire, low energy situations.
