Last emitter requires using HQ as lathe

Er... how to deal with the particulate of the last emitter?
It ends with a stalemate for me.

IIRC you have to use your ships very effectively, I should've changed that part easier.

It maybe required having HQ in lathing range for very long and not letting particles hit HQ.
