I am highly suspicious of all the scores reporting that this took under 1 minute. After 1 minute, I have only my first round of reactors and my first 4 repulsors are already being destroyed. Maybe I just don't get it.

I can assure you that under one minute is quite possible :)
A hint: I didn't build any reactors in my run and

In some of the games I've seen scores that are very suspicious, but not this one.

Watch for scores by Snowmaker, Fisherck, Cavemaniac, and anyone with "Beta" or "MapMod" in their icon.
(Apologies for leaving out some other great players - I don't know all the names yet.)

Some of the players totally own this game.  It can be a bit annoying they score such low times, but that only make me want to build better maps.
