As far as I can tell, you can't get the Thor tech in the beginning. Feel free to try to prove me wrong. This is another one of my friend's inverted terrain maps.

I can get within 2 packets of obtaining Thor before the flood gates open.  Not sure if I can speed that up any more, but will try :)
