GetOnBoardComplete
GetOnBoardComplete(<-part <-slack <-includeChildren)
Description
Returns a bool indicating if pixels are all present in a part. Slack is the number that can be absent and the part still counts as complete. IncludeChildren means to look at all of the parts children as well.
