This unit is part of the Founders Industries CPACK. It allows to launch rockets and get orbital charges.

First, use an Advanced Assembler to make rocket parts. You need bottom, middle and top. Then, bring them all to the input spot (see screenshot below) in the right order (bottom, middle, top). Once the pad is full with 40 Energy, the rocket will take off, and you can build another one.
