Impeller in the 3 possible states - neutral, pumping Creeper, and pumping anti-Creeper

This is basically a pump with a multiplier. It will take in a certain amount of either Creeper or anti-Creeper and outputs a multiplied amount. The output location is determined by the map maker and may or may not be indicated by a special terrain feature.
