SetWallCharged(<-wall <-chargeLevel <-all)

Set's the charged state of the wall and optionally all connected walls. Wall is the wall id, charged is a float from 0 to 1 indicating the charge state of the wall. The 'all' input means to set the state on all walls connected to the specified wall. If all is false, the charge is only set on the specified wall.
