Heritor - Creeper Dam

This is a 5x5x18 (l/w/h) building that acts just like you'd expect a dam to.

It is impenetrable to creeper up to a depth of 18; after this, it overflows the excess.

Each frame, it takes 1% of the creeper from the 5 cells to the back of the dam and outputs 10% of the total out the front of the dam, via the spillway, and applies a slight wave vector. It then outputs the value of the total into the rift lab directly - it does not need to be connected to the network to function.

The only way this can be destroyed is via blob.

It also processes anticreeper the exact same way.
