InsertListElement(<-list 3 <-value)

===== Description =====
Stores a value at the specified index of a list. The previously stored value, and all subsequent values have their indices shifted up by one.

Note that insertion beyond the current list size is not supported. Use [[AppendToList]] or [[Pushlist]] in that instance.
