Not that much harder than the easier version.  It takes ages to build up enough of a toehold to expand from, but once you can expand it's routine.

I found a good use for the nuclear plants, though--melt them down for the power zone.

consistently at about the 10 minute mark all of the custom reactors self destruct. they are shut down, and not even close to touching creep. is this intended?
