To be a little more precise, a Stash release it's payload over a 3x3 cell block. Each cell can maximally contain 2148 Creeper, any larger specification is subject to integer truncation. Additionally, releasing that much creeper causes flow patterns that are indeterminate. It is likely that in the next few frames, some of the creeper will overflow into adjacent cells with Creeper, causing those to overflow and turn into anti-creeper, thus extinguishing even more creeper.
