Here are the apparent rules regarding the use of copyrighted works in CW4:

Please don't use images that you do not have the rights to use, that are the property of others, have licensing fees or require attributions.

I don't know if the rules for custom units apply to image-based maps in CW4 but it's always safer to err on the side of caution when dealing with copyright, trademarks, and patents.  Lawyers and lawsuits are expensive.

Seems the wiki needs more expanding to include guidelines on legitimate use of images and honoring intellectual property rights.  :)
