So maybe i'm misunderstanding this upgrade, but on the tech page is says that the emitter controller upgrade doesn't become active until 100%, yet for me my emitters are able to control the flow of partials pretty much as soon as I get to 25% efficiency.

Help was incorrect until recently. Emitters control with an invisible field, which ramps up proportionally with efficiency of upgrade.
