You've got me this time.

Here's my way, slow and dangerous but successful.

You need a fast bootstrap, so grab the power pack.
Use all the CNs to help, they'll sit in Creeper for a while.
See that bit of ground between the Digi paths, under the power? Base goes here, and on the clear ground below.

Fly two CNs over, swapping, using the flat on the left, when the right gets flooded, to maintain power supply.
Forge, and Nest Nullification are necessary.
Eventually, you can drag power into the green, and push right, to stop the micromanagement that you needed to keep 2 CNs in the air.
You now have a toehold, so work as normal.
