Here is one path to establish a base.

Land your CN to the left of the reactor already there, as far left as you can and still connect, and about halfway between the north and south edges.  As soon as you land, build 5-6 reactors right next to your CN on the east and west sides.  As soon as they finish, build two blasters on the shelf to the north of your CN, two blasters on the south shelf and four blasters each on the east and west sides.  This should keep you from being overwhelmed and is the start of your base.  Build 1-2 mortars on each side to hit the upper levels and fill in any gaps with a reactor.

Focus on one emitter; I chose the one at the mid-North edge of the map.  Build 2 mortars that will thin out the next shelf up and 2 blasters to begin stepping north.  As you move, fill in the gaps with reactors; this will keep you with enough energy to maintain your weapons.  When you have enough free space, build ore mines on the shelves directly north and south of your CN and then a sprayer.  The sprayer will help to secure each shelf as you move up one level.  Once you get to the top shelf, the sprayer with a little support will let you get close enough to kill the first emitter.  Clear out the area around the emitter, station 2 mortars to keep the creeper away from it, and build a bertha on the PZ.  From there, go clockwise or counterclockwise and kill each emitter.  I chose counterclockwise, so I aimed the bertha just on the far side of the next emitter than advanced with a few mortars and blasters.

Once you secure the first PZ, the rest is pretty easy.  As you expand your base, link up to the totems and ore mines to make the cleanup work easier.  This method won't get you a stellar time, but you can make steady progress after the first couple of minutes.

EDIT: I just restarted the world, and this was my base at 1:47.

This base was able to hold back the creeper even if I just let it sit with no improvements for several minutes.  At this point, I was generating 18 energy and using 11, so plenty of room to start building the expansion units and plenty of space to build more reactors for more firepower.
