Along that line, if you want to encourage people to at least peek at Colonial Space, but not encourage creation of cruddy maps to get the achievement... make it an achievement to Download one Colonial Space map.

Then you'll have that certain number of people get together, create a handful of cruddy maps, and they'll all give them all good ratings just for the achievement.

You only want maps in colonial space from people who actually want to make maps. Quality over quantity.
