I cant do this, I cant get to the creeper killing weapons , how to do this? thanks

Hum... If I remember correctly:

Move your LS down to the empty spot, build a shield in the passage underneath it and wait for the creeper to eliminate itself...
Afterwards, you are able to build reactors and weapons to protect yourself from the phantoms and to clear up the rest...
