I just can't figure out how to rate a game there. I can see the slider, I can move it, but I can't see how to submit it?

Did you log in? It says you have to do that before you can rate.

I had to login, then slide it down to 9, let go of mouse, then slide it back to 10.  Crazy, but that's what worked for me.

Same for me, saves automatically when you slide it if you log in.
