Reactors not producing energy?

Hi. I have come to the level where you can build reactors only they don't seem to put any energy in the grid.

My energy bar will say something like 11 + 3 with 3 supposedly being the number of energy produced by the reactors obviously, only they don't seem to actually do this. My depletion bar is matching itself to the energy from the solar collectors hence fluctuating between 10.5-11.5 or something. This means I should have a healthy surplus streaming into my energy reserves, but this is simply not happening. Am I missing something here??  ???
