Arbalest is designed to exploit the long travel distance of cannon shots, and overwhelm one single spot with so many shot that a long range slug is formed, penetrating deeper into an area, or contested area while safely out of range. To use, it is best to have an emitter dealt with, then place this behind it. H-Varient increases the downrange impact, at the cost of longer deployment.
