I don't know about "expert" but the lack of speed almost made me not want to play this one.
got rather tedious at times waiting for the long slow supply lines.

Yeah, without the packet speed, that was more annoying than it was hard.

Agree'd.  Without speed OR the option to move the city, by the time I got to the last emmitter, I couldn't get packets to the blasters fast enough, then the lag came.  Decided not to finish it.

Booooorrrrrring. Tedious does not make it expert. It's a medium at best.
