Steps to replicate bug:

This may only have after a full playthrough. I was replaying the level
complete level to Activate A.D.A
highlight 4 cannon cluster instead of Rift Lab.
Click buttons for next phase
Towers will be able to move to rift lab area by lights.
Can't move towers out of green square or move Rift Lab in.
