Upgrade efficiency

Defensive Struc grants mine lathe functionality even without a HQ.
The two cannon upgrades do not seem affected by efficiency, though their help panels indicate otherwise.

Does anyone have further observations?

From what I have noted about the cannon upgrades, the fire rate is what is affected by efficiency. It isn't a noticeable difference when there are hundreds of other things happening on the map, but it is there.
The fire rate between Mine and Omni cannons is the same I believe.

As for the Defensive Struc, well, that lathe functionality is just lovely as an added benefit to constructing the Struc.

I find a wish to be able to allocate techs for the player, and to set efficiency. Also to lock techs to being active, so that I can award Omni reactors without giving an amp gem.

Ah, so you mean you wish the OLD tech systems from previous games, or you would at least prefer something similar to that?

He wants to be able set tech effectivity level and force player use tech , so that player can't take amp gem off from that tech.
