last boss must be sniped, I sent my snipers to die in creeper, then he died, then when he moved and destroyed my mines, I just reconquered that area. and he gave me a second bertha power zone, then used his area to push toward that moving emitter which I couldn't nullify as it escapes nullifier attacks until I used a power zone nullifier when moving and using one of my CN's in the final boss area.

Use blasters to help you bridge a little closer to the moving emitter.  Note that it leaves creeper at regular intervals.  Get as many blasters as you can out there.  You can make the groups of blasters five in a line if the middle one bridges the gap between two collectors.  Then you can get a nullifier to survive and still nullify the moving emitter.

The only way I found to beat it also.
