The first is an obvious cheat and can be ignored, but I know Alter Old posts here and I have no reason to doubt his score is legit.

However...

To get 1:17 requires that you place a Nullifier on the Inhibitor platform by 0:32, and despite many tries I can't any find any strategy that even comes close to making that possible.

In fact, the strategy I use gives a theoretical best time of 1:3x - it simply can't be done any faster than that (using my strategy).

Obviously, he's got a strategy that I can't even imagine. :p

So anybody got any ideas what he might be doing?

You use artifacts? Without that you will need 5-6 Cannons, maybe 7. And yes, time will be ~ 1:35...1:38.
