I found a variation that requires less fancy flying. Fly the city down to a spot near the 'center' totem and build out from there to link all but the upper right totem. (I needed 2 blasters on the flat to contain creeper spilling around the end of the wall.) Once the three totems were linked I landed Odin city in the creeper with a blaster to maintain the link to the network. The blaster lasts long enough sitting in the creeper to charge the final totem.
