CW1 Packet Speed Bug?

I'm not sure if it is just me, or if this is an actual bug. I'm hoping somebody still acknowledges this, though. I noticed that whenever I just place a Packet Speed, the packets increase in speed... Before it is finished constructing. I found out that my brother has also experienced this. I can't tell if it's my mind playing tricks on me, if this was intended, or if it is definitely a bug. If anyone can confirm this, thank you.
