How about having an theme for a week.(Monday - Sunday) Lets say the theme would be a car, so you would have a week to submit your map with the car theme untill Sunday.
And then having a Jury vote on the best map made and having it every week change. Would be challenging and a competition against the other Map Builders =)

Is'nt better that the custom maps have ratings ,
and the custom maps get an better menu ?

As SPIFFEN said, first things first... I admit it would be nice, but lets keep the focus on the things that enhance useability for now :)
