Two observations:
1) The emitters DO increase. I noticed that the top emitter overran the defense I'd set up which originally contained the threat with ease.
2) The emitters seem to have an upper limit. I surrounded the emitter and pounded it for about 40 minutes of game-time. I saw the amount of creeper at the emitter increasing at first, but they stopped increasing at one point and didn't increase after that.

Interesting concept, and I'm guessing it would be less playable for many if it were ramped way up. I liked this one more than the previous one and hope you keep making new challenges for us!
