once you get the first island or two to place collectors on, you've basically solved the puzzle and the rest is just tedious

But how do you get the first island or two?! I can clear the white shore but that's it.

I'm not sure how everyone else did it, but:

Since the emitters are only 9, then terrain at level 10 is completely safe. So, use terps to bring the islands up to level 10 and then you can build collectors on them. Fly units between the gap if needed to make temporary links.
