I believe it has to do with the creeper/AC flow direction vector. From what I know, every cell on the map has a flow vector. You don't normally notice it during regular play but it can be used to some advantage in certain circumstances.
GetFlow() in 4RPL can get the vector per cell: https://knucklecracker.com/wiki/doku.php?id=4rpl:commands:getflow

As far as I know, no scripts are involved on this level. The main trick is that
Spoiler
the maker turned the flip breeder's AC threshhold up. This means you need to get more AC than normal onto a breeder tile to trigger its effect. None of the AC that's on the map at the start is deep enough to trigger it, and by the time the pit in the middle starts reaching that point naturally it's too late. Thus the player has to do "something" (there are a few different tricks here) to give it a nudge in the right direction and get it producing.
