Why?  Unlimited resources, a very weak enemy.  The only question is how fast you can smash them.

Looks like an achievement map and it looks as though it has already been removed as they are not allowed in Colonial Space. If you see them you can report them by pressing the button in the bottom left once you have clicked on a map.
