First build reactors and mortar(s) to middle.

After you are able to defend middle from creeper build pulse cannons and start taking more land.
When emitter moves close enough to your pulse cannons, build nullifier to safe place close enough to emitter.

Defend nullifier when it's building.
When nullifier is changed and emitter comes back to it's range, nullifier starts shooting emitter.
If nullifier isn't able to destroy emitter, destroy it and build another nullifier closer to emitter's move path.
