Title: [Bug?] Victory music plays even when music volume set to zero

This may be a bug.  (If not, please consider it a feature request.)

The victory music at the end of a mission plays even when the music volume is set to zero.  If I set the music volume to zero, I'd rather not have victory music.

Aside: I found this in the beta change log:
"Sep 15, 2016: Decreased victory music volume."

Perhaps the victory music should never play louder than the normal music?

That's an interesting observation. I don't look upon that victory riff as "music" as much as an in-game sound effect.  I would be very disappointed if that was to disappear just because I have my music  volume set to zero.

If you listen to other music from your personal collection while playing, the victory music played on top of your personal music sounds ugly.  Or at least to me it does.
