Top-down view space ship battles. There's tens if not hundreds of games that look like that. I am very confident that Particle Fleet will be vastly different in gameplay, as seen from the footage so far.

Particle fleet is all about particles... That's like having a naval fleet game and remove the water and saying "Hey, it looks like a space game, similar to X!"
Well yeah, a particle game without particles is not a particle game. On the other hand, DS:RF does allow you to command things while paused.
I watched the video and the only thing I could find in common was spaceships battling in space.
Otherwise, they don't look at all alike gameplay wise. That game you linked has more of a Roguelike/Homeworld vibe to me.
