It doesn't work to me or is it broken?
If I put other number than zero it doesn't make Air exclusion field.
The inhibitor AEZ doesn't pretect against air units, it makes orbital weapons (as found in prospector zone/tormented space maps, and some custom maps) unusable in that area. You can't launch freeze/mass/convert in the area excluded by the inhibitor.

I've seen that done before. It's annoying. You devise a strategy involving the AoA you find and make an effort to get them before finding that they cannot be used. If you are not going to allow orbital weapons to be used, don't provide them.
AoA could of course be used a inhibitor has been destroyed, which might facilitate picking up tech artifacts or keys.
