I didn't figure it out how to beat it, but hell it was fun to fail ;-)
Tried a proof of concept and gave me 100 techpoints more to spent (with the CW2 Editor) and managed it under 15min, but with your original limited resources I still don't have a clue what to do.
But at the time of writing this other 2 members figured it out. So deep respect to them and of course to the builder who managed this balance (must be a lot of hours of trial and error).
So I just try your original map and hopefully figure it out how to beat the "Nuke Bomb 2" level.
I saw this level and thought, at first glance, this is a survive-and-slog map. Fortify your defenses at a choke-point, build up energy and tech (maybe), then slowly push forward while building reactors in the newly-gained territory.
Oh! But wait! Maybe I could use repulsers to push the maxint creeper into itself, causing it to turn into anti-creeper? That'd be great. I'd get the best time for sure.
Nope, not possible (as far as I know). Because the creeper is maxed on 4 pixels in 4 different blocks, I don't think it can be done. Ok, let's try the way the author intended: burying the LS into the ground, shielding behind, and hoping for progress.
Hmm, that's working. I only have about 7 or 8 reactors up at any time, but I'm able to work my way through the bottom, making a tunnel for my LS. The creeper is dense at my shields.
Eventually I pushed with repulsers, then launchers to clear the thick pools, and pushed verrrry sloooowly back to the top. My initial impression was correct; it was a survive-and-slog (at least the way I did it). It took a pretty long time to clear out the creeper, though, because of the limited building space and limited energy, but I did it .... in 51+ minutes. Oh well.
I was on the edge of my seat during the 'survive' phase, and I was relieved when I stabilized and pushed back. I felt invested, and I felt a need to survive. Thumbs-up.
Despite how rare it is to want to go for anything other than -20% unit cost first - in this particular map since it's all 25 cost terrain and no *immediate* danger the +10% reactor efficiency upgrade is probably a better choice.
That was intense. I'm not a big fan of LOTS of 25 cost terrain to dig through, but that was interesting.

Tech upgrade choice was def key for me. The decreased build cost didn't seem to help as much as the 10% more energy did. I was able to make a stand in the lower right corner, digging to the left to create rows for my reactors. A 5-row of repulsors with 2 launchers seemed to be able to hold the surge back enough to continue building reactors. I ended up with a 30 min time. Not bad but I'd love to know how some people got sub 15 min times!
This map is totally mission impossible.
I built 10 reactors on the ground level to boost energy, and upgrade Technytes 1 star for reactor efficiency 10%, 2 star for packet speed.
then digged from the right 5 rows deep, and shielding a row at the top, then built 5 repulsor behind the shields
right after i digged two more bricks and built two reactors, the nuke exploded.
I didn't have the energy to build even one launcher to ease the shield's pressure so that the repulsor can hold back
I tried in slow motion and in great care so that I'd not run out of energy or waste my time.
that's for the original map. i fail.
and CW2 editor help me out by only change the Technyte to 21, meaning an upgrade of 2 star for reactor efficiency 10%.
anyway, i still want to know how to win in original map
so~~ anyone knows how?

You can build 30 reactors on ground level and two on the square. That gives you much more energy for digging and building.
