I went with brute force. One reactor, one blaster and one shield.
But great map!
As in all maps, there is an optimum way to get started and move forward. Often we just get going and hope for the best.
In this map, in the first room, there is a fixed amount of creeper that needs to go. Knowing you don't have much power,
you need to decide what you have that will block the flow to the ship, allow the maximum amount of creeper to be taken
out ahead. Don't be afraid to turn off devices and use others.
I will give you a hint, use a repulser.
Let me know if you still need help.
This is a pretty cool map.

In the first room, I started with a two reactor, then as soon as the wave passed I built a 3-shield wall up the middle of the room. The shields survive for about 2 waves; this gave me space/time to line the "clean" side of the room with reactors, which then gave me power to build and drive appropriate weaponry to start making serious progress.
