Title: [Suggestion (Bug?)] Setting ShipCMBuiltAmt high

Setting ShipCMBuiltAmt to ShipCMCost or greater will not build the bridge until a packet arrives.

- Is this intentional?
- Could it be changed, please, or a command BuildShipBridge be added?

This could be working as designed. I recall something along those lines from games way back. It actually needs a packet to arrive to complete the build process, even if the required packets were less than the received packets.

Well, at the same time I found this, I also encountered the fact that setting an unbuilt ship to have an energy glut will build the hull before the bridge.
