Ok, so what is the victory condition for this map?

I destroyed the emitter at about 10:25, and nothing happened.
Note, the UFO bases DID die.. but game did not present victory.

Then set Berthas on autotarget, went on to colonise the entire map.
This was almost done when at 14:20-ish the victory popped up for no discernible reason.

Perhaps some of RainMakers was enemy type, not friendly your units. You can nullify (click and get mark nullifyable) or wait till your frienly Anti-Creeper Clouds convert it to friendly type.
More right reason possible to find if I can see game file.
