Title: Energy Cost

Maybe we could set energy price for an item in the editor? Or, like the tech domes, have it go up by a set (by the editor) amount. Maybe under the Available Tech tab? I don't really care. The reason for this is I want to include experimentals in some of my maps, but they are too cheap for my taste. 80 for a conversion bomb? I THINK NOT.

Now that i think about it, this was previously discussed to do this to terrain tiles.
