I'm guessing that this is intended to be placed lathe-first, with particle beams turned off. Or possibly to clear plasma and lathe safe targets in the meantime.
Neither purpose explains the Shields without armour or the MK7s with that engine placement.
With a ludicrous heal rate, it might be a reasonable opposing ship.
