A warning about a medium short-term threat is nice.
Getting obliterated by a super cannon, losing your power source and enough of your fleet so the situation isn't viable anymore - that's just tricking your players, and fully deserves the low rating.
Oh, and to add insult to injury, if your HQ gets one-shot by the super weapon, it's game over anyway...
