This frustrating puzzler required several tries before I discovered the correct moves and precise timing required to solve it:

First, connect the Blasters in the 5 wells (upper and lower) across the middle of the map.

For the first Tech Upgrade, take "Build 20% faster".

For well #1, after activating the Blaster, move it out of harm's way, to the right of the Emitter.  Eventually you will move it left so it can also fire on the left-side pool, but that pool isn't a threat for a while, and you need the energy for other things.

For well #2, after activating the Blaster, immediately move it out of the well (so the Creeper can't destroy it), charge it somewhat, and then move it back into the well to cap the Emitter.

For the second Tech Upgrade, take "Cost 10% less to build".

Control wells #3, #4 and #5 in the same fashion.  Along the way, build 2-3 Speed and perhaps a Reactor. 

If you lose a Blaster, or fail to control a well in time, quit and start over.  You can use the Double Speed (Up Arrow key) to speed through repeated game play.

Now for the hardest part.  Wells #1, #3 and #5 can't be left unguarded.  But wells #2 and #4 can be left unguarded for a little while without overflowing.  That frees up four Blasters to grab the Mortar tech.  Don't dawdle, or the right-side pool will get too deep for this to work.  Coordinate the Blasters to all land at the same time, and protect the Collector while it builds.  The timing is very tight.  After clearing some Creeper and starting the Collector, I had to Pause (P key) and Disarm two of the Blasters for a short while, so all of the Blasters wouldn't run out too quickly.  The instant you get Mortar Tech, get the Blasters out of there, recharge them, and rush them back to wells #2 and #4.

The worst is over.  Move the Blaster on well #1 to the left of the Emitter, so it can keep the left-side pool from overflowing.  Build a Mortar to control the right-side pool.

Carpet the northern and southern plains with Collectors, and build Reactors and some more Speed.

Build Mortars to cover wells #2 and #4.  This frees up those 4 Blasters for good.  Build a Mortar to soften up the north end of the right-side pool, and then use the Blasters to collect the northern Artifact, followed by the southern Artifact.  Finally, use your Mortar and Blasters to cap the Emitter in each of the left-side pools and finish the map.

I recommend first upgrade is "range".
Then first activate blasters move to right(above the high position on the well)
Then blaster shot will reach both left and right emitters.
It means only 6 blasters can keep safe on all wells.
And other 4 blasters can use free to conquer.
